自衛隊の縦割り組織-Sep.23
誰が言い出したか、自衛隊の組織の特徴を捉えた四字熟語がある。
陸自は「用意周到、動脈硬化」。
海自は「伝統墨守、唯我独尊」。
空自は「勇猛果敢、支離滅裂」。
簡単に解説すると、こんな意味だ。
陸自は全体の6割を占める巨大組織。書類などの準備は入念だが、動きは鈍い。
海自は旧海軍の人員を引き継いで発足した。伝統を重んじる気風が強い。それだけに他の組織とのあつれきを生むこともある。
空自は戦闘機のパイロットが組織の中核を担う。パイロットは臨機応変な対応がモノを言う。スピード感はあるが、他の組織からみれば筋道が立っていない部分もある。
強固な縦割り組織は各国の軍隊でもよくみられる。
これまでは「縦割り」がそれほど問題視されることはあまりなかった。
在外日本大使館に駐在する陸海空の武官などをのぞくと、通常は互いが混じり合って働くことはほとんどないためだ。

Thieves try to steal those valuable objects from smaller museums because their security measures aren’t as sophisticated/tight/strict as large museums.
Selling stolen artworks is more difficult than stealing them because the potential buyers, usually art dealers, are warned about the theft.
Though the police try to find the stolen artworks and arrest the thieves, they don’t always succeed.
